Manchester United striker Michael Owen can see Liverpool and Manchester City emerging as Premiership title threats this season.
Owen predicts culture change at Anfield, but is as unsure as anyone about the impact of further spending by City’s Arab owners.
He reflected: “You’d have to say that Manchester United and Chelsea will remain as the two superpowers.
“Everyone knows what you are going to get from Arsenal. They have the same manager, the same philosophy.
“Manchester City could be anything. They could win the League or come fourth or fifth. When you buy so many players and have so much change you just don’t know how things will gel.
“It is the same with Liverpool. How they are going to get going after a total change of culture and personnel?
“It is a total start afresh. Tottenham, Everton and Aston Villa will all be hot on our tails, but City and Liverpool are the two question-mark teams.”
